But lawmaker barred from leaving HK

HONG KONG — Ilocos Sur Rep. Ronald Singson, detained here on modified drug charges, smiled at family and friends after he was allowed to post bail of HK$1 million (P5.81 million) by the Tsuen Wan District Court Thursday morning.
The prosecution had rejected the bail application on grounds that Singson, 41, had no “local ties” and only friends, and that he was facing “a serious offense.”
But Principal Magistrate Ernest Lin granted the application after two guarantors, Hong Kong residents Derrick Wong and Annie Shek, agreed to secure a cash surety bond.
Singson is not allowed to leave Hong Kong and has to surrender his travel papers, including his diplomatic passport, by 5 p.m. Friday.
While on bail, he will stay with Wong in the latter’s flat in Sai Wan Ho, and is required to report to the North Point police station from 6 p.m. to 9 p.m. daily.
He is also expected to show up on time for his trial at the district court on Sept. 7.
Marikina Rep. Romero Federico Quimbo, who attended the hearing on Speaker Feliciano Belmonte Jr.’s instruction, said recent findings that Singson carried a smaller volume of cocaine than earlier reported had prompted the court to grant his motion for bail and amend the charge from drug trafficking to illegal possession.
A reexamination by Hong Kong authorities showed that Singson had 6.7 grams of cocaine, and not 26.1 grams, as earlier reported, according to Quimbo.
“That’s the reason he was granted temporary liberty,” Quimbo told the Inquirer in an interview by phone.
3rd bail application
Singson’s father, Ilocos Sur Gov. Chavit Singson, and his girlfriend, starlet Lovi Poe, were present at the hearing for his motion for bail.
It was, according to defense counsel John Reading, the third bail application of Singson. His applications on July 13 and July 22 were rejected by the court.
The lawmaker was arrested at Chek Lap Kok International Airport en route to Macau on July 11 for possession of cocaine and two tablets of diazepam (a sedative marketed as Valium), according to court records.
The amount of $1 million had been paid as of 4:30 p.m. Thursday.
Singson was seen leaving in a police vehicle by a local media representative.
Earlier, Wong and Shek were asked to stand before the court.
“As sureties, you understand that you will lose money if your friend does not show up,” Magistrate Lin said.
In response, the two nodded.
Turning to Singson, Lin told him to “please behave yourself” before reading the bail terms.
In Hong Kong, trafficking in a dangerous drug carries a maximum penalty of life imprisonment and a fine of $5 million.
Impact on House
Singson won a second term as representative of the first district of Ilocos Sur, his family’s bailiwick, in the May 10 elections.
“He appeared composed,” Quimbo said. “He knew what he was going through. When the judge asked questions, he answered promptly. He did not seem distraught.”
Quimbo, vice chair of the House committee on justice, said he did not attempt to speak with Singson because his mission was to observe the proceedings and report back to Speaker Belmonte.
“Part of my mission is to gather evidence in the event an ethics complaint is filed. We will make the necessary report to the House leadership so that the Speaker can be guided on this very sensitive issue,” Quimbo said.
He said Belmonte was “very much concerned about the repercussions [of this case] on the integrity of the House.”
Singson risks facing a complaint before the ethics committee over the case, and first-hand information can help the House handle other such cases in the future, House leaders had said.
In a text message to reporters, Belmonte said the House leadership would “continue to monitor [the case] and await developments.”
Singson’s drug case has generated publicity in the Philippines where powerful lawmakers sometimes run afoul of the law.
A former legislator, Romeo Jalosjos Sr. of Zamboanga del Norte, has been convicted of raping a minor and an incumbent, Dinagat Rep. Ruben Ecleo, is facing charges of killing his wife.
‘Setup’
On the phone with the Inquirer in Candon City, Governor Singson said the approval of his son’s motion for bail was “a major breakthrough in the case.”
